This article analyses changes in the law and practice of restricted areas in the law of armed conflict at sea. Three main phases are identified. First, the exclusion zones of the Russo-Japanese War of 1904-1905, characterized by modest size and defensive character, are examined. Second, he turned to the exclusion zones of the First World War and several subsequent conflicts. The exclusion zones of this period were fundamentally different from those of the Russo-Japanese War: if a ship was inside a restricted area, it was considered vulnerable to attack.
